 CHAPTER II: PERMANENT CEASEFIRE AND TRANSITIONAL SECURITY  ARRANGEMENTS.   
                                                                                                                                                 Following the military takeover in SPLM/A-IO and the deposition of Dr. Riek Machar as Chairman and Commander in Chief, South Sudan public discourse has been dominated by topics surrounding the implementation of  the provisions of security arrangements and future of genuine peace in our land. To help our civil populations arm themselves with knowledge of the Agreement, the Moderators of NCSS have resolved to repost R-ARCSS  CHAPTER II with  the aim of highlighting specific provisions of security arrangements and how these provisions are linked to the long term security sector reform in our nascent Republic

Under Article 2.1.11, Parties to the Agreement are tasked to ensure the protection of civilians, both in towns and rural areas. In this regard, Parties were instructed to determine the type and size of security forces needed for the protection of towns across the country; unfortunately three years since the signing of R-ARCSS, the security situation  has deteriorated all over the country. Cattle camps and villages remain stirred up by emerging, continuing or recurring violent confrontations in which innocent children, women and youths continue to be the major victims. The intensification of communal violence among our peoples should squarely be blamed on the failure of Parties to fully implement TRANSITIONAL SECURITY ARRANGEMENTS.

The ‘deal-making’approach has made the opposition parties chose to only negotiate themselves into the government. This mischief has jeopardized the ability of R-ARCSS to break the cycle of violence and  move the country towards recovery, reconstruction, and development. Quite often, the R-TGONU politicians talk of security arrangements only in term of unification of forces, but many provisions in this chapter instruct Parties to prevent the recurrence of crises, to ensure social cohesion, nation-building, ownership and inclusiveness. It is clearly stated in Article 2.1.11.6 that ‘a process of national healing and reconciliation shall commence at the beginning of the pre-transitional period and shall include all forces and affected people’.

The NCSS maintains that security arrangements are central to the success of whole Agreement; in this regard, we  stand with any groups which call for the full implementation of PERMANENT CEASEFIRE AND TRANSITIONAL SECURITY ARRANGEMENTS;  this is where NCSS agrees in principle with leaders of the Kitgwang Declaration. We commit to availing our best efforts and ideas to those who consider the full implementation of security arrangements as essential requirement for peace-building.

We urge South Sudanese from all walks of life to study the Provisions of  R-ARCSS  on security arrangements, and use dialogue to commit Parties to the full implementation of these provisions. It is through the knowledge of the Agreement that our peoples can find common purpose and national vision, build on what can unite them and explore constructive ways to bridge what divides our nascent Republic.
