It been two years now since the Agreement was signed; no tangible result is seen in regard to army organization and security sector reform. So what needs to change in existing attitudes and approaches to R-ARCSS implementation and peace-building?

It's has been a huge fiasco, we supposed to implement security arrangements in first chapter after eight month pre_transitional period. We haven't done anything per now, not even Single provision implemented, warring parties are now are neck to neckwwith each others. We are heading in wrong direction because we started in wrong footing. If there is any thing we can do to safe this Peace, unless we must implement it chapter by Chapter.
