UPDATE: RESUMPTION OF R-ARCISS DISSEMINATION

The National Conversation South Sudan (NCSS) would like to inform our members and the general public that we are resuming the dissemination of R-ARCISS. We had temporarily suspended this program after our activities were interrupted by the distribution of political positions during the formation of R-TGONU in Juba.

In light of the continuing free fall of the economy and humanitarian situation in our country, the NCSS has resolved to prioritize the dissemination of provisions which relate directly to the current objective realities and predicaments of people in the cattle camps, villages, POCs and refugee camps.

We will be discussing CHAPTER II: PERMANENT CEASEFIRE AND TRANSITIONAL SECURITY ARRANGEMENTS, CHAPTER III: HUMANITARIAN ASSISTANCE AND RECONSTRUCTION, and CHAPTER IV: RESOURCE, ECONOMIC AND FINANCIAL MANAGEMENT. These chapters perhaps contain the most important provisions as far as our local masses are concerned.

CHAPTER II considers the silencing of guns and safety of our peoples across the country. It is unfortunate that the understanding of whole chapter on security arrangements has been reduced  to the safety of opposition leaders in Juba. The security arrangements are more than just the safety of individual leaders; they are ultimately for the restoration of harmony among our peoples.

CHAPTER III focuses on the challenges facing war-affected South Sudanese who have lived for 9 years as refugees or internally displaced persons, and CHAPTER IV talks about economic reforms. The lack of a credible economic system in our country is a non-partisan issue which affects us all and as such, we should all be concerned as citizens.

If our people were aware of what the Agreement says about economic reforms, humanitarian assistance and reconstruction, we may be in a better position to demand that the R-TGONU fulfil its mandate and implement these Chapters.
